Strong positions, carefully held.
A firm with a strong market position can be examined for conduct that would pass without comment elsewhere: exclusive dealing, discriminatory pricing, tying. The Competition Act 2010 is a federal law and applies throughout Pakistan, and the Commission has powers to collect data and examine market conduct. Advice at the policy stage costs far less than a response to an inquiry.
